FSG: Blank Reports are Publishing in Excel Even With Display Zero Set to No

EXECUTABLE:RGRARG - Financial Statement Generator
Symptoms
After <patch 5875156>, the user is getting blank statements for segment values that are secured by Security Rules and that should not show.
This happens only if the output type is to Excel. If the report ouput is to Text it works fine an the user only gets statements for those values he has access to.
These FSG reports are set not to display zero values so that, when they publish, the user doesn't get a blank statement for the data he doesn't have access to.
