Diagnostics Page Error : "You Do Not Have Sufficient Privileges To Perform This Function" (Doc ID 460532.1)

Symptoms

This problem happens when accessing the Diagnostics page for Applications 11.5.7.
Followed all instructions on <Note 167000.1> "Oracle Support Diagnostics for eBusiness Suite
Release 11i and 12 Installation Instructions" for installing the support diagnostics. The
installation went w/o problems.

After assigning the diagnostics responsibility to the SYSADMIN user, the page is accessible
without problems.

But when clicking on a list of values for any parameter in a report, a small dialog window comes
up with the following error:

The following error occurred:
""You do not have sufficient privileges to perform this function"".
No further information. Click here to Logout.
Contact your system administrator if the error persists.

Administrators may view page source for more technical information about this error.
OR: "The page cannot be displayed"  could also show as an error

1. Log in as sysadmin after installing the Application Diagnostics package.
2. Select the "Oracle Diagnostics Tool" responsibility.
3. Select "Diagnostic Tool" function.
4. The Oracle Diagnostics Page comes up.
5.  Select Oracle Receivables from the list of values, and click the "Advanced" tab.
6. Basically you cannot do anything else on this page, since the error message displays after
clicking on any page element.
