Symptoms
On 12.0.2, after cloning when GSM profile is set to N, all managers are coming up except the Output Post Processor Manager as expected, however, when GSM is set to Y, none of the managers come up.
The error seen in the Internal Manager log file is:
Could not contact Service Manager FNDSM_<SID_HOSTNAME>. The TNS alias could not be located, the listener process on <SID> could not be contacted, or the listener failed to spawn the Service Manager process.
