-- Problem Statement:
when raising a new transaction in Receivables when manually try input the tax 'Rate Name' it returns the error 'List of Values is Empty'.

-- Steps To Reproduce:

Responsibility: Receivables 
Path: Transactions > Transactions.
Create a new invoice, go to 'Line Items' click on tax tab. Click on lov for rate name
