User setup to approve users do not find any users in list.

This problem can occur on any platform.
On 11.5.10, creating a User to approve all users who register does not work. The JTF_APPROVER role does not give him correct access to the user notifications screen; the user will be able to see the screen but none of the actual pending users.
Setup requires a user without the full system administration privilleges, but someone who can
STRICTLY approve users.
Expect the user to see the existing pending approvals for new regitered users.
The issue can be reproduced at will with the following steps:
1. create a Approval user and assign CRM User Management resp.
2. Assign Role JTF_APPROVER
3. Navigate ot the pending approvals page to check new users, waiting for approval
