Symptoms
Upon creating a new employee, the following error occurs:
APP-PER-50022: Oracle Human Resources could not retrieve a value
for the User Type profile option. Please ensure it is set properly for your
responsibility.

Steps to Reproduce
1. Responsibility Purchase Super User
2. Navigate to Setup> Employee (PERWSHRG.FMB).
3. Click on the employee
While attempting to update the HR: User Type profile, the following error occurs:
FRM-40200: Field is protected against update
