How are operation sequences assigned to configured items from Model/Option Class routings?

If the option class routing has the same operation sequence numbers as the model routing (parent), the configured item's routing seems to pick up the resources from the model routing instead of the resource associated with the option class routing. Neither the "Use Phantom Routings" or "Inherit Phantom Op Seq" Bills of Material parameter settings seems to affect the behavior.
