Individual does not show in the list of values for Service Request Owner when a workgroup they are assigned to has been chosen as the workgroup for Service Request.

The problem exists on for one specific person.
Others with the the same responsibilities and groups are visible in the LOV.
-- Steps To Reproduce:
(R) Customer Support
(N) Service Requests -> Create Service Request
- Choose Group Owner
- Try to choose Individual Owner
=> Individual does not show up in LOV
