Symptoms

On 11.5.10.2 in Production:
When attempting to create an AME rule, the following error occurs:

ERROR
oracle.apps.fnd.framework.OAException: java.sql.SQLException: Closed Statement
at oracle.apps.fnd.framework.OAException.wrapperInvocationTargetException(OAException.java:975)
at oracle.apps.fnd.framework.server.OAUtility.invokeMethod(OAUtility.java:211)
at oracle.apps.fnd.framework.server.OAUtility.invokeMethod(OAUtility.java:133)
at oracle.apps.fnd.framework.server.OAApplicationModuleImpl.invokeMethod(OAApplicationModuleImpl.java:784)

The issue can be reproduced at will with the following steps:
1. Approval Management Business Analyst Responsibility.

2. Create Rule

Due to this issue, users cannot create rules in AME.
