When trying to use the Configuration Workbench in order to perform the setup steps required, a blank screen is displayed and no tasks are displayed.

This can be reproduced with the following steps:

(R) Incentive Compensation Adminstrator
(N) Configuration Workbench
Application Parameters > Setup General Parameters
No list of setup task appears
