Symptoms
When attempting to change an assignment from a grade ladder to a grade rate,
the following error occurs:
ERROR
APP-PER-289829: No grade steps exists for this grade as of the effective date.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. US Super HRMS Manager
2. People>Enter and Maintain>Find person
3. Click Assignment
4. Remove Grade ladder, change organization and position, use defaults Yes
