Customer Category Various Issues - Invalid Value, Blank LOV (Doc ID 462052.1)

Symptoms of the problem:

When flexible data security is enabled, and grants for customer category
update have been created for a particular user, if any other user tries to
view the organization summary/details page,
1. The customer category for Organizations that have a customer category
defined in prior shows up as "Invalid Value".

2. The drop down LOV for the customer category contains a blank value.
Hence, the user without update customer category update privileges is
able to update the category.

3. When selecting Report parameter 'customer category' LOV shows
as an empty box.
