iSetup: Can Sets Of Books Be Incrementally Migrated?

Source: has 100 SOB's
Target : has 20 SOB's
The Extract does not allow selection of specific sets of books, so all must be extracted.
The Load then loads all 100 sobs.
The 20 SOB's that existed on the target prior to the load have new information in WHO columns.
The UPDATE BY , UPDATE DATE is the login user's name and date is the date of migration.
It is expected that the 20 sobs that already existed in the Target should be rejected in the load.
Is this the expected functionality?
Is there a way to migrate just the 80 sets of books that do not exist on the Target?
