Pool Shipments Not Being Considered as Multistop with Linehaul Shipment (Doc ID 462530.1)

-- Problem Statement:
When planning orders through a pool, the resulting Pool shipments are not being combined with the Inbound Linehaul shipment in order to form a multistop shipment through the pool (which is a cheaper option). As an example:

Bulk Plan 4 orders, all from same source to four destinations (A, B, C and D). The Bulk Plan yields 5 shipments:

- 1 TL to the pool
- 4 LTL pool shipments

If the planner takes one of those pool shipments (let's say the one to dest A) and runs action "Manage Pool Shipment -> Convert Pool to Multistop", it will then successfully combine with the linehaul to form a multistop TL shipment (that passes through the pool), the cost is cheaper.

i.e. new TL shipment = Source -> Pool -> A

Therefore the desired solution of the bulk plan is:

- 1 TL shipment Source -> Pool -> A
- 3 LTL Pool shipments
