Cannot Log Into OTM the Error is Unable to Resolve Security Session Home (Doc ID 462719.1)

-- Problem Statement:
Users are not able to log into OTM.
The log on screen shows "label.login" and label.password" on the log in screen and users cannot log into the application.

In the log file, the following errors are shown:

Unable to Resolve Security Session Home.

Unresolved Security Session Home.
