Symptoms
HiSoftware's AccVerify Software is returning Section 508 failures when testing the BI Publisher
interface for compliance. The following error is generated:

A. 508 Standards, Section 1194.22, (a) A text equivalent for every non-text
element shall be provided (e.g., via "alt", "longdesc", or in element
context).
+ Rule: 1.1.1 - All IMG elements are required to contain either the alt or
the longdesc attribute.
**Failure - IMG Element at Line: 36, Column: 19
The steps for running a report are as follows:
1. Report is displayed in a new IE browser page.
2. User select parameters.
3. User selects 'html' output.
4. User clicks 'View' to generate report.
