Contracts Auto-Numbering: Sequence Generator Not Working

Symptoms

When creating a contract, the number is being auto-generated as expected.  But when another user tries to create a contract at the same time,  the same number was auto-generated.

Until the first user clicks "Apply", new number is not generated.  Customer then gets the following:
Error: Stale Data
The requested page contains stale data. This error could have been caused through the use of the
browser's navigation buttons (the browser Back button, for example).
To proceed, please select the Home link at the top of the application page to return to the main
menu. Then, access this page again using the application's navigation controls (menu, links, and
so on) instead of using the browser's navigation controls like Back and Forward.

STEPS To Reproduce:
- Click "Create Contract" from Contract WorkBench and before clicking 'Apply' ..
- Another user does the same and tries to create a contract ...
- Noticed the same auto-generated number appears on both sessions.
