On in Production:
The Schedule Events Page is resetting the submit time to 00 00

The issue can be reproduced at will with the following steps:
1. Log in to the applications:
2. System Administrator -> Workflow Manager
3. Click on “Site Map”
4. Click on “Notification Mailer” under “Workflow”
5. Select “Workflow Notification Mailer” and click the “Edit” button
6. Click the “Advanced” button
7. Click on “Next” to go to step 2
8. Click on “Next” to go to step 3
9. Click on “Next” to go to step 4
10. Click on “Next” to go to step 5; the following screen appears
11. Under the “Submit Time” option, change the “Stop” event to “05 05” and the
“Start” event to “05 10”
12. Click “Finish”
13. It’ll be brought to the “Review” screen with the times reset to 00 00
