Not Receiving Workflow Email Notifications Possible Connection Refused Error (Doc ID 464016.1)

Symptoms

On 11.5.9 in Production:
Users are not receiving workflow email notifications.

Possible error in log file:

Problem obtaining the HTML content -> oracle.apps.fnd.wf.common.HTTPClientException: Unable to
invoke method HTTPClient.HTTPConnection.Get caused by: java.net.ConnectException: Connection refused.


Expected Behavior
Expect users to receive workflow email notifications.

The issue can be reproduced:
Generate a workflow to produce a email notification.

Business Impact:
Users cannot receive  any workflow email notifications.
