Symptoms

When attempting to book order with ATO lines, the following error occurs:

ERROR
QUANTITY ON HAND FAILS TO SATISFY RESERVATION

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Order Management responsibility
2. Navigation: Orders,Returns>Sales Order
3. Enter order information including an ATO line and attempt to book, see error

-- Business Impact:
The issue has the following business impact:
Users do not expect to get a message reservation on ATO lines since the ATO item has not been built yet.
