Define Release Rules Form Has No Values in LOV for the Warehouse Field

FORM:WSHFDREL.FMB - Define Release Rules Form
Symptoms
When defining the pick release rules in the Define Release Rules Form you find that the Warehouse code field has no values in the LOV.
Enter % and tab and get the following error:
FRM-40212: Invalid Value for field Warehouse_code
Also. just clicking on the "..." field gives this error:
FRM-41830: List of values contains no entries
FRM-40212: Invalid Value for field Warehouse_code
Also. just clicking on the "..." field gives this error:
FRM-41830: List of values contains no entries
You confirmed the following setups:
1) The organization was correctly defined.
2) The location was defined
3) Recompiled the form WSHFDREL.
