Symptoms
-- Problem Statement:
On 12.0 in Production:
When rebuilding the library INVLIBR, it errors with the following:
ERROR
"Cannot rebuild program library with missing subroutine names. One or more concurrent programs
assigned to this program library are not registered with subroutine name.". The program "WICTWS"
is the one that does not have a subroutine name BUT a subroutine name cannot be assigned to it
because it's "Execution Method" does not allow for a subroutine name to be assigned.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Application Developer Responsibility -> Concurrent -> Library
2. Then click "Rebuild Library" button

The issue has the following business impact:
Due to this issue, cannot complete implementation of release 12
