R12: While Resolving FRM-92101 Error By Recompiling Forms, it Fails With "ldflags: Too many levels of symbolic links" (Doc ID 465926.1)

Symptoms

On E-Business Suite Release 12.0,  freshly installed on HP-UX Itanium, launching Forms errors out with:

FRM-92101: There was a failure in the Forms Server during startup.This could happen due to invalid configuration.
Please look into the web-server log file for details.

Details....
Java Exception:
oracle.forms.net.ConnectionException: Forms session <3> failed during startup: no response from runtime process
at oracle.forms.net.ConnectionException.createConnectionException(Unknown Source)

When tried to rebuild the Forms binaries as per Note 427714.1 - "R12 fresh install FORMS DO NOT LAUNCH - FRM-92101/500" with: make -f ins_forms.mk install

The command errors out with:  

cat: Cannot open $TECH_ST/10.1.2/lib32/ldflags: Too many levels of symbolic links
ld: Can't find library or mismatched ABI for -lclntsh
Fatal error

Changes

 Fresh Install of 12.0.x
