Scheduling Error With PTO/ATO/Kit Model When Using Ship Sets: One of the group attributes failed your scheduling attempt. (Doc ID 466131.1)

Symptoms

When attempting to schedule an PTO(Pick to Order) item - any model for that matter - that does not have all components available, the following error occurs:

ERROR

One of the group attributes failed your scheduling attempt.

You tried to perform a scheduling action on a schedule group (ATO Configuration, Ship Complete Configuration, ,Ship Set or Arrival Set)
and since one of the group members failed it caused the entire group to fail.

Failed to insert the line into the set. The line could not be scheduled on the set attributes and could not schedule the whole set on some alternative date.

STEPS TO REPRODUCE:

1. Order Management Super User
2. Orders, Returns, Sales Orders
3. Enter order with a PTO item that does not have quantity available for 1 item
4. Configure the PTO item
5. Book the order
Receive the error when scheduling occurs.

Expectation is that the infinite supply will be applied to the item and all lines would schedule for the same date.  Infinite Supply is 21 days. 
Even after setting up a default value for 'Latest Acceptable Limit' at the order header, the issue still occurs.
If you removed the lines in the PTO from the ship set, then scheduling uses the Infinite Supply date and schedules all lines correctly. 
However, you should not remove the lines from the ship set for a PTO, they need to ship together.
