Symptoms
On 12.0, when returning from supplier direct punchout back to requisition in iProcurement, get an error. Due to this issue, users cannot complete Punchout.

Steps To Reproduce
1. Access iProcurement.
2. Create a content zone with a supplier in Key1 value.
3. Define code conversion values in e-Commerce Gateway to map supplier categories to Oracle categories.
4. When returning from supplier direct punchout back to requisition in iProcurement, encounter the error.
