Symptoms

Error Message when Approving Requisition: "Your Budgetary control action completed with exceptions"   And then "View Results" button is pressed to see the detailed report the following error occurs.
ERROR:
The page cannot be found
HTTP404 - File not found

Steps To Reproduce:
1. Create a requisition with funds overdraft
2. Check funds for it by Tools>Check Funds option
3. Expected message "Your Budgetary control action completed with exceptions" is displayed
4. Press "View Results" button to see detailed report
5. Error message "The page cannot be found" is displayed.
