When splitting an order is necessary, OTM does not consider the option of different service providers

This problem can occur on any platform.
When an order is split into multiple shipments, the system is assigning all shipments to the same service provider when there exists options where using different service providers is cheaper. An example of this is having capacity remaining for a subset of these shipments for the lowest cost option. The expectation is that some of the shipments are assigned to this lowest cost option (up to the capacity) and the rest are assigned to the next lowest cost option.
