Symptoms

-- Problem Statement:
On 12.0.2:
When attempting to play the content from Learner Self-Service,
the following dialog box occurs:

ERROR
"Always ask before opening this type of file"

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1. Learner Self-Service
2. Under enrollments on home page
3. Find the course user want and click the play icon.
4. The browser opens and the message is received.
