Applying a CPU Patch 2010 or Older 2009, 2008, 2007, Failed on running ademusr.sql With Errors ORA-01031, Grant Select On Gv$Logfile To Em_oam_monitor_role (Doc ID 467944.1)

Symptoms

On 11.5.10.2 in Test env, when attempting to apply the CPU OCT2007 <Patch 5473858> (or any recent CPU patch  2010) , The script "ademusr.sql" failed on the errors below:

GRANT select on GV$LOGFILE to em_oam_monitor_role
AD Worker error:
The following ORACLE error:

ORA-01031: insufficient privileges

occurred while executing the SQL statement:

GRANT select on GV$LOGFILE to em_oam_monitor_role
Error occurred in file

/usr5/appl11i/xxx/ad/11.5.0/patch/115/sql/ademusr.sql

with arguments '&systempwd &un_fnd &pw_fnd &un_apps &pw_apps'.

Nb : Note below was applied but not helped.

Note 429498.1 - "Patch 5473858 11i.ATG_PF.H.delta.5 Fails on ademusr.sql - ORA-01031: insufficient privileges."
