Symptoms
-- Problem Statement:
When SAWs are loaded into OTM, they are counting against allocation and count commitments.
-- Steps To Reproduce:
Load a SAW for a carrier that has been setup on the same lane with count or allocation commitments. After the SAW has been loaded, the count or allocation commitments get updated to reflect the SAW. This should not happen, count and allocation commitments should not look at SAWS.
-- Business Impact:
SPA is not working properly.
