Newly Created Responsibility Error With "There are no valid navigations for this responsibility"

Symptoms
When attempting to access custom Menu/Sub-menu/form functions from a newly created responsibility the following error occurs:
The issue can be reproduced at will with the following steps:
1. Create New Menu and add standard function. Save .
2. Create new responsibility and attach this custom menu created in step (1). Save.
3. Now assign this new responsibility to User.
4. Switch to that user.
5. Responsibility name comes up in the LOV but above error after selecting this new responsibility.
Changes
Added newly created custom menu with custom/standard functions to new responsibility.
