Symptoms
-- Problem Statement:
On 5.0 October 06 Service Release, Action Checks created for a user role are not effective.
EXPECTED BEHAVIOR
Expect that the action checks are respected. An example action check is on Edit Shipment where the
user tries to add more than one Currency code and this should not be allowed to be saved. But the user is still able to save a Shipment by adding more than one cost with different currencies.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Set up Action checks for EDIT Shipment with a saved query that checks for Shipments with more
than one currency code on the costs.
2. Login as the user with the Action check assigned, try to edit a shipment and add costs in different currencies and click finished
3. The operation should stop with the error message but it does not.

The issue has the following business impact:
Due to this issue, users are allowed to save shipments with multiple currencies causing data inconsistency
