Are you getting this error below in the test_irc_out.lst (results of the test_irc.sql)?

ORA-29273: HTTP request failed
ORA-06512: at "SYS.UTL_HTTP", line 1568
ORA-28871: certificate chain is incomplete
You are not able to successfully communicate from the database to the resume parsing vendor.
This is a strong indication that you will not be able to connect from the middle tier.

 Does the resume upload hang? Time out
Page cannot be displayed
