Symptoms

-- Problem Statement:
On 11.5.10.2 in Dev :
When attempting to register as a partner ,
the following error occurs:

ERROR
Stack:

The user could not be registered at this time due to an internal error
Please contact the system administrator if this problem persists.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:

Connect to partner site as a GUEST user > click Link Register (Top Right corner)
> Click 'New User Registration' Link. > Fill necessary details (Organization name ,
address..) In first page
> Next button > Enter Contact coordinates ..) in second page
> Click Next button : an error message is displayed.

-- Business Impact:
The issue has the following business impact:
Due to this issue, users cannot register as a partner (no workaround)
