Symptoms

-- Problem Statement:
User is trying to recreate the custom screen sets in OTM 5.5 to match the screens in the OTM 4.5 version.
While the user was recreating the custom INVOICE screen set in 5.5, he could not find the actions
in the 'add action' list for Approve Bill" and "Unapprove Bill" which are available in OTM 4.5 INVOICE screen set.
