Symptoms
Find that RMA notifications are going to the wrong user regardless of the OM: Notification profile setting.
EXPECTED BEHAVIOR
Expect notifications to go the user setup in the profile OM: Notification Approver at the site level.

The issue can be reproduced at will with the following steps:
1.setup profile OM: Notification Approver
2. create and book sales order
3. Notification going to wrong user
