Internal Order or Interorg Transfer Receipts Fail With Error "Receiving Transaction Manager returned an error while..." (Doc ID 471543.1)

Symptoms

ON 11.5.10, can not perform internal order or interorg transfer receipts.
After Internal Order or Inter Org Shipment is created then shipped. It does not get interfaced to inventory because the transaction fails. Shipment status remains in "Shipped" status rather than "Interfaced".

Transaction errors in the MTL_TRANSACTIONS_INTERFACE with message:
ERROR: "Receiving Transaction Manager returned an error while processing the record with Interface Id nnnnnn. The error message returned is ."

Steps to reproduce:

  1. Create an Internal Order or Inter Org Shipment.
  2. Nav: Inventory (Responsibility) ->Transactions -> Transactions Open Interface -> Query for Internal Order Transactions in Error
  3. Transactions get stuck in the Transaction open interface
