OTM Is Timing Out When Service Providers are Trying to Search for Shipments

On 5.5, When Service Providers attempt to search on the Buy Shipment events screen for Shipments, the following error occurs:
The error message is
Network Error (tcp_error)
A communication error occurred: ""
The web server may be down, too busy, or experiencing problems
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Log on as a service provider
2. Go to the Buy Shipment Events screen and Search
3. It takes a while to come back with any results on the Internal oracle URL but on customer's URL, the page times out
-- Business Impact:
The issue has the following business impact:
Due to this issue, service providers cannot search for shipment that have red indicator
