RMA Header Stuck In Activity Approve Return Order. Resulting In Exception (Doc ID 472650.1)

When creating an order using an approval workflow and there is no approver defined, the following error will be generated:

Error Message = 3120: Activity 'OEOH/135398' has no performer. 
Error Stack = 
Wf_Engine_Util.Notification_Send(OEOH, 1054806, 135398, OEOH:APPROVE_RETURN_MESSAGE) 
Wf_Engine_Util.Notification(OEOH, 1054806, 135398, RUN) 

To resolve issue set profile option 'OM: Notification Approver' or setup the email for the assigned approver (or SYSADMIN since this should default if no approver is defined) as per Oracle Order Management Implementation Manual Page 2-39.

If there is no mail server setup then there can be no email assigned to the approver and if there are existing orders that need to be fulfilled not cancelled, how to disable or configure the Notication Approver to automatically approve those headers in order to fulfill the orders?
