API Programming Error When Loading Install Base Data Using CSI_ITEM_INSTANCE_PUB (Doc ID 473615.1)

Symptoms

While trying to load Install base data using install base API CSI_ITEM_INSTANCE_PUB.CREATE_ITEM_INSTANCE following error occurs.

API Programming Error: Installed Base to Contracts Interface Failed.

Action: Contact your system administrator. (SQLcode=-20001) (SQLerrm=ORA-20001: User)
