Some Offers Are Not Applied To Orders (Doc ID 549025.1)

One of the offers created is not applied to Order as intended.

Have created two offers:
A- for a specific ship to point
B - for a list of ship-to's including the one in offer A

Both offer are to generate an accrual for two items at different rates

Booked and shipped order for that particular ship-to and items. It only picks up the accrual for
offer A and does not have the correct amount accrued.

Both offers have the incompatible group set to BLANK
