Symptoms

On PN.M in 11.5.10.2 when attempting to enter/create a lease the following occurs:

<BUG 6468091>: PNTLEASE SHIP TO DOES NOT DEFAULT FROM CUSTOMER ON HEADER

The issue can be reproduced with the following steps:
1. Create new lease
2. Ensure customer is added at header
3. Customer and bill to will default on line from header, but ship to will not.
