Unable to Cancel Sales Order Line Without Providing a Reason (Doc ID 550125.1)

Symptoms

After disabling the processing constraint that requires reason for cancellation on a booked order
line, the following error occurs when cancelling a sales order line.

Cancellation is not qualified at this point. Quantity "0" is not allowed for a booked order if not cancellation. Please delete the line instead or change the processing constraint setup to qualify the cancellation.

The issue can be reproduced at will with the following steps:
1. Disable the processing constraint for Order Line, Cancel Requires Reason on a booked order line.
2. From sales order line Actions > Cancel
3. User is still prompted for a reason and then the error is shown.

OR

2. From sales order line reduce the ordered quantity to zero.
3. User is still prompted for a reason and then the error is shown.
