Item Cost form, Based On Rollup Flag Not Working Correctly

For a discontinued item or any item, the based-on rollup flag is unchecked by the user in the Item Cost form, and ‘No’ is selected when the dialog box (Do you want to delete the rollup costs?) appears.
This selection should leave the original rolled up costs intact, and that information would be pulled in higher assembly cost rollups. Presently the cost rollup information on the lower assembly disappears even though the based-on rollup flag is deselected.and 'NO' is selected when asked "Do you want to delete the rollup costs?"

The issue can be reproduced at will with the following steps:
1. Cost management Super user > Item Costs > Item Costs > Enter Item Number > For a particular cost type deselect based on roll up > Click on 'No' in Dialog Box 'Do you want to delete the rollup costs?'
