Direct Plan Not Working When At Least One Carrier On Lane Has Cap Usage > Limit (Doc ID 550843.1)

Symptoms

-- Problem Statement:
In OTM 5.5.2.4, with <> - CAPACITY LIMIT USAGE SHOULD INCREASE WITH MANUAL OVERRIDE installed, if you try and direct plan an order that is on a lane that has at least one carrier who's capacity usage exceeds the capacity limit, an error occurs in the log and the order will
not plan into a shipment. Note that the client is planning with carrier commitments and the error
in the log occurs because the MIP it's solving is infeasible. This only affects direct planning. This
error does not occur during bulk planning.

-- Steps To Reproduce:
1) Setup a lane with carrier commitments for a couple of carriers and no commitments for a couple
other carriers.
2) Setup capacity for each of the carriers.
3) Using show routing options, plan shipments to a carrier on that lane such that you plan one
more shipment to that carrier than
there is capacity..i.e. 5/4, 1/0.
4) Make sure you have one carrier on that lane who has exceeded the capacity limit and one carrier
who has available capacity and try to direct plan another order and the order will fail even
though there is a valid carrier with capacity.

-- Business Impact:
Client has many cases where they will manually override capacity to assign a shipment to the
desired carrier. This issue is preventing them from direct planning any order that in a lane
that has a carrier who's capacity limit has been exceeded.
