R12 ASM When Try to Create Account Mapping to Assign to Secondary Ledger Get APP-SQLGL-08252 (Doc ID 551547.1)

Symptoms

When try to assign Chart Of Accounts (COA) Mapping  to the Secondary Ledger,
after having setup the Primary Ledger and attached it to the Secondary Ledger, the screen does not
open and the following error occurs.

ERROR
APP-SQLGL-08252: Oracle General Ledger could not retrieve your access set information. Please make
sure the profile option GL: Access Set is set up properly for your responsibility.

When try to set the profile option GL: Access Set the LOV has no values because the Primary Ledger setup is not yet complete.

The status on the ASM Accounting Setup Manager form Accounting Setups shows "In Progress"
