Symptoms

Two node shared Application tier file system configuration.
When one node goes down, concurrent manager processes does not failover to the remaining node.
There is an error in the log file:

ERROR
“Starting STANDARD Concurrent Manager : <Time Stamp>
Spawned Process 3175
CONC-SM TNS FAIL
Routine AFPEIM encountered an error while starting concurrent manager STANDARD with library
$FND_TOP/bin/FNDLIBR.

Check that your system has enough resources to start a concurrent manager process. Contact your
system a : 29-SEP-2007 22:44:41
