Appraise Check Box In Objective Is Not Mandatory Even After Personalization (Doc ID 552376.1)

Symptoms

-- Problem Statement:

On 11.5.10.2 in Production:
Find when the  "Appraisee" check box in Objective setting page has been made mandatory using personalizations, no validation is done on the form and the user is not prompted to enter the 'Appraisee' checkbox.

-- Steps To Reproduce:
1. Employee Self Service - Talent Management
2. Select a Plan - Click Go TO Task button of "Set Objectives"
3. Click on "Create Objective" button - Enter Objective Name, Start Date, Weighting Scale and
Apply.
4. Even though "Appraise" check box is mandatory, and has not been checked, the new objective is saved.

-- Business Impact:
If the check box is not checked for an objective, the objective wont be available for
appraising the employee during the appraisals linked to the plan.
