Symptoms

When having Multiple Operating Units. and have Enabled Projects in One OU. at the time of Issuing Items from Another Organization which belongs to another OU, Records are not transferring to Projects. the following errors will occur:

Error: -CSTPPCCB.pm_process_txn_mmt(20):
Could not arrive at Expenditure Week Ending Date.
Verify the Expenditure Cycle Start Day using the Define Implementation Options form in Oracle
Projects.

-- Steps To Reproduce:
Issue Material from INV - Misc Transactions Window.
After costing is DONE, it is not transferring.
