Workflow Mailer Fails to Start Without Error

Workflow Java Mailer
Goal
When attempting to start the Workflow Notification Mailer, the following error appears in the log file:
ERROR:[SVC-GSM-WFMLRSVC-114846-10006 : oracle.apps.fnd.cp.gsc.SvcComponentProcessor.read()]:Error occurred while dequeueing -> oracle.apps.fnd.wf.bes.QueueHandlerException: Could not execute() the CallableStatement or retrieve OUT parameter -> java.sql.SQLException: ORA-25226: dequeue failed, queue APPLSYS.WF_NOTIFICATION_OUT is not enabled for dequeue

When one looks in the output of $FND_TOP/sql/wfver.sql, one should find the following in the Queue Information section:

The above information shows that the WF_DEFERRED and WF_NOTIFICATION_OUT queues have either or both settings for enqueue/dequeue set to NO.
